Volume IX began with a question that has bothered me for years. America invented and still operates an extraordinary share of the computational world. How did the country that built so much of it become so routinely positioned as the hacked while the archetypal hacker became foreign?

Volume IX follows that question through computer law, prosecution, education, security research, foreign capacity, surveillance, and the systems Americans now carry in every pocket.
